Help with an environment penalty notice

Hi everyone
Wanted to get some advice regarding a penalty notice.
Not sure it's the right place but it's just extremely unpleasant what's happened.

I was walking home from work and on the phone when an environmental officer chased down the road telling me to stop becuase he's seen me spitting on the road and wanted to give me a fine. Obviously I hadn't done anything of the sort and asked him where but he just kept asking for my details. I tried to stay calm but he kept pressuring me. I asked for his ID (which he briefly flashed at the start) so I could take his name but he said he's already shown me it and just repeated his name. He had a body camera and I asked him to show me where I spat and he said he has proof but can't show me then angled his camera to get a good look at my face.
He then started shouting at me calling me a liar when I told him I'd done nothing wrong, didn't spit and he can't talk to members of the public like that so I walked off.
He shouted at me that I'll get a 2000 fine.

Im really worried now. I was half thinking to just give my details and pay a fine but it's like being robbed in the street, I've done nothing wrong. I feel traumatised. Didn't sleep all night

He was no environmental officer and you didn't fall for it. Report this incident to the police, especially as it appears he's going round filming people then trying to get their personal details.

We have had these people in our town, being extremely aggressive at am out of town shopping mall.
They weren't council employed as such, it had been outsourced.
They soon disappeared when complaints like yours started rolling in.
I would ring environmental health at your local council on Monday and see if they are legit.

How do you suppose they will send you a penalty notice if they don’t have your name or address?

Either:
You had a nasty confrontation with an ‘official’ of some sort who wasn’t acting correctly. You know you didn’t spit.

Alternatively, he wasn’t an official at all, he’s a weirdo filming people, in which case report the incident on the non emergency police line.

Either way, put it behind you and try and forget it. There will be no fine, no penalty notice, and no consequences.

Agree with above, report him to the police. Even if he really was an Environmental Officer he still needs someone to "have a word" but the fact he refused to show his ID properly makes me think he was a scam artist.

If you’re in the UK then it’s highly likely you avoided being scammed out of a lot of money - well done!

I think he's legit, they've been about in the area. But he literally flashed his ID.
Just worried as reading online it says there is criminal offence not to provide details. I think they have targets, but this isn't the way to go about it.

It was so traumatic. Ive never been on the end of this.

The body worn cameras are to.try and get you to admit on camera that you did it. That's the proof that's used to support the fine if it's contested.

In your position, I would make a formal complaint to the local authority and to the company themselves that he worked for.

You won't be given a fine because he has no proof, you didn't admit to it on camera and you didn't give him your details.

Remember, he can not detain you at all, he has no powers to do so, just walk away. Exercise your right to silence.
