IHT and excepted estates

Hi,
hope someone can help with this. I need to apply for probate as mum has just died, when dad died a few years ago he left everything to mum so it was simple. Her estate is now worth just over the £325,000 limit but with his limit as well (as this transfers over) there is no tax to pay. Looking online , on one gov.uk page it says that we must submit IHT402 with IHT400 to transfer the allowance over but on another page it says it is an excepted estate and we can just apply for probate as there is no tax to pay. Does anyone know which is correct?
