Retrospective fees

Yesterday my accountant sent me a bill for £432 for doing my accounts for 2022-2023 . Notice he did so on the deadline and said basically pay up or I won't send them in. The fee has gone up without warning from the previous year which was £348. However he actually charged me the grand total of £1165 last year which includes £348 for the previous year 2021-2022 as mentioned above and then £732 for ... what?
I had already paid £250 each year from 2018-2019, 2019-2020, 2020-2021 and 2021-2022. I believe he sent me an email saying he was increasing his fees retrospectively which I now cannot find BUT
My question is - can he apply increased fees retrospectively? i.e. without informing me before doing my accounts. I don't think it's legal. Meanwhile he's pressing me for the £432 or won't send in my accounts.

I imagine it will be in the Ts & Cs somewhere when you initially started using him that fees are ‘subject to change’ or something.
