Hi, I have COP deputyship for my dad's finances and property. I sold his property to pay for his care, he has dementia and in a care home. Do I need to complete a self assessment for him? his state pension and private pension take him just over the personal tax allowance

This page refers to your situation: https://www.gov.uk/appoint-tax-agent

About halfway down:
“If you’re ever unable to make decisions for yourself in the future but you have not given someone power of attorney, another person can set up a property and financial affairs deputyship instead. They will then be able to manage your tax affairs.”

His private pension will be taxed under PAYE. ie. Uses his tax code and his tax code will restrict his allowances by his state pension. Therefore no need to submit a return.
