Tax refund counter as income?

Hi all,
I have a relief zero hour contract and I get paid via BACS PAYE. I am undertaking an
Open University module and get a part time fee grant to cover the tuition fees (approx £1000 paid straight to the institution) The grant stipulates I need to earn less than £25k a year to qualify, I get paid in lieu so my hours worked in January will get paid in feb. This brings my earnings to just short of £25k. I am not going to work any hours in feb so I don't get paid in match to ensure my yearly earnings are under the threshold. I might get a tax rebate however of about £200. This will put me over the £25k, does anyone know if a rebate paid through a wage slip will count as earnings?

Well, it would be on your payslip, zero earnings in the month and a negative tax deduction if that's how it works out but your cumulative income won't change
