Brother & Lasting power of attorney

My M.I.L has her two children as lasting power of attorney. One son has taken it upon himself to set up online banking in M.I.Ls name to deal with all her finances & he won't give the other son (my OH) the password to check all is ok. Since this has happened the brother seems to be splashing his cash on new kitchen, windows etc when only 3 years ago he was asking my OH to lend him money. I'm very suspicious but my OH doesn't want to 'rock the family boat'

@SafeguardingSocialWorker - maybe as it is a part of your job they are quicker. They took so long to action the LPAs for my parents that I had to get my MP involved. Very difficult to reach.

I've got financial lpa for my Mum - she is capable of doing normal things but online banking is a step to far so we have 'future proofed' things by getting the lpa registered with the bank and getting me set up up for her online banking. My Mums bank hsbc only allows one person to do the online banking. In theory my Mum isn't authorized to log in online herself. Maybe the BILs bank is the same?
Also, it's a bit complicated setting up online access to a new device. It's not as simple as opening a web page and typing in a user name and password.

Having said all that the BIL sounds like he is up to no good. Is it possible for the OPs husband to take his Mum to the bank and get some statements.

Thank you all for your input it's really appreciated. This whole thing is so frustrating as I can't do anything myself. If I push DH too much he just shuts down but I am going to try and convince him to at least go to the bank with me and I'll do the talking.
