SD lied to get PayPal account

Just found out my SD made up a fake date of birth to get a PayPal account. She's only 16. Her mum agreed and DH doesn't seem bothered. I'm concerned that its basically fraud. Anyone know if she's likely to get found out and could there be consequences? Not that I can do much but I'm a terrible worrier!

@rainbowthoughts yes it's really weird but that's our situation unfortunately. DH did ask for her passport pre pandemic to go and open one but her mum said she'd do it and just never did. They do both buy her stuff online but I guess she wanted to do it independently which is understandable. It's just her grandparents etc as far as I know who send money. DH has passed it on through said PayPal account apparently but didn't realise she'd lied to get it.

Only consequence is the account would be shut down. It's not a bank account, it isn't fraud
It is fraud, a person has been dishonest for personal gain. That said PayPal are unlikely to do anything except close the account. There are other issues though as @margotleadbeter has pointed out. They are the issues that I’d be concerned about over the fraud aspect.

He could open an account with a birth certificate for her. Adults require a proof of address but I’m not sure what else a 16 year old would require.
