Getting refund from liquidated travel company

My son booked his gap year trip with STA travel last year - he managed to complete the first part of it but was then forced to return home because of the pandemic. STA issued him with a credit note for the flights not taken which runs out in April this year. Shortly after this STA went into administration and he has been trying to get his money back unsuccessfully ever since.
The administrators say that if flights were not ATOL protected ( which his weren't, like most flight-only tickets sold by STA) then customers should contact the airlines concerned. The airlines say that STA didn't pay them for the flights, so it's not their responsibility. He paid for the flights on a debit card so doesn't get credit card protection. He has tried to get a refund on bank chargeback, but they say the timeframe that he should have claimed in has passed ( while he was waiting for replies from all these other organisations!).
Is there anything else he can do or has he lost his £750?

Did he have travel insurance? They should be able to help.
