Furloughed but on commission

I have a question on behalf of DB.
DB has worked for a company for roughly 6 years as a salesmen. Its the type of job where he has a basic wage and then earns commission on top, the basic pay is so low you wouldn't be able to live on it. Now usually it pays well enough to keep his whole family going fine but not enough where he is a high earner, just your average earner ifyswim.

He has been told by his employer that the 80% from the government whilst furloughed is from the basic pay he gets only. And not based on what he would typically bring home on average each month.

Is this right, can they do this?
I feel for him because he brings in thousands of pounds for this company and now it seems that they are leaving him and the rest of the workers high and dry. I've had a look on the Gov site and it does state that the 80% is minus bonuses and commission but does look like it kind of gives leeway to interpretation (kind of).

I'm hoping that you lot can see some kind of loop hole that I can suggest to him as otherwise he is well and truly screwed over.

No loop hole. Furlough is 80% of basic pay.
This is directed by the Government. An employer can choose to top up the remaining balance however this is at their discretion.

He does not have to accept this. He can give notice and choose to claim UC.
