Letter from Insolvency Service - name not recognised!

I'm hoping someone can give me some advice or reassurance!

Over the weekend a letter arrived at our address from The Insolvency Service. We don't recognise the name, and the previous owners had the house from new, so it is not a previous owner.

I'm now worried that someone is using our address for fraudulent purposes. I think that I'm not allowed to open the letter, as it is not addressed to me?

I called Insolvency Service, but they said that unless I open the letter, all I can do is "return to sender, XXX not known at this address". But then how could I find out if someone is using our address? What are the implications for us if this is happening?

Any advice would be gratefully received - thanks!

You can open it as long as you don't have nefarious intent.

Open. See what it is. Call insolvency place and be done with it. I'd return any further correspondence to sender.

You are allowed to open the letter as long as you are not 'intending to act to a person's detriment'. This is not your intention, so go ahead and open it.
