Help! Advice needed on Tax return Penalties

Hi, I had my first child in early 2018, and signed up to get child benefit. I (a bit later) realised that as I was earning just over 50k , literally by a few hundred quid, I had to pay a charge. Fair enough, I used the online tool on the website and worked out it was only £11 so I called up at the end of January 2019 and paid this to HMRC over the phone. The lady on the phone said I could pay then and did take payment, but I would need to retrospectively fill in a tax return form, but not until much later, I think October? She also said I wouldn’t get any late payment charges or fines as I’d paid it on time. Stupidly, I was feeling so pleased with myself for paying the charge I must have just thought, oh that bits done and completely forgot I had to do the tax return, until I get a letter in the post with an £100 fine. Now I’m panicked as according to the deadlines I could owe up to £900, Any experience of this? I will appeal on the basis I’ve already paid the charge and have evidence of it leaving my bank..will they actually hold me to the £900 as seems disproportionate and wasn’t made aware there would be a fine 😢
