71 year old mum, told she has to pay £300 to council every month due to overpayment

Hi, wondering if anyone can help me. Please bear with me.

My mum who is 71 works part time. She receives housing benefit and discount to her council tax. Housing have said they have been paying her too much, although their records of what she owes/rent paid, we have discovered is incorrect (they have her rent as £900 per month, where as it is £1100 per month). This is 3 years out of date...

The council tax department have said due to her earning too much, she owes them 5k, but they have to have £1800 back by March: Their words were 'claw back' £300 per month by March. This is going to send my mum into serious debt, and she simply can not afford this.
My mum doesn't seem to be getting anywhere on the phone with them, council simply saying she MUST pay this £300 a month.

Anyone got any ideas/pointers? This is all very new to me.

Have you tried the Citizens Advice Bureau?

Contact her local councillor to set up a meeting, take along all the relevant paperwork, hopefully they will find out where the mistake is in the calculations.
If she does owe them any money surely a reasonable repayment plan can be negotiated.
