I or rather we live on £76 a week and i'm struggling we've got hardly anything for the next 3 days obviously their is nothing i can do about that we have to starve but i need to make plans to make my money stretch for the following weeks as i can't work as i'm a carer and look after my elderly parent.

This is from a person who I think used to have to survive on about a tenner a week for food. Obviously doing quite well now but if you want to not eat crap and eat cheaply these recipes could help you. Shop in Lidl and Aldi if you can too. By far they're cheaper than asda or others.
I don't think anyone reported you. I think it's just a case if your situation being one people want to help with and mumsnet reminding people to keep themselves well too. Hope you can source some better advice that goes further than just managing with what you have. In this country in 2018 no one should be struggling as you are.

Just a suggestion, can you work nights (when your mum is asleep). Can you ask adult social care if they can provide help or some aids in the house that will help. What would your Mum do if you didn't live locally or lived abroad ?

There are plenty of grants available that are not means tested.

How long until it's been 6 months?
And did she need care before her ops?

Get your mum to apply for DHP from lical council
Visit cab to maximise benefits and ensure you’re receiving what you’re entitled to

Please contact your adult social care team.

Request carers assessment for you, care package and OT assessment for your mum.

That's a good place to start.

There is a Facebook group Feed Your Family for £20 a week which may be helpful. Can your brother contribute financially to your mum at all?

£50 is not a lot of money but there are ways you can make it stretch.
Buy a whole chicken - that should last at least 3 days.
Take all the bones, place in pot with water, carrots, potatoes, onions, some barley, turnips and you have a nice pot of home made soup.
Do you know how to bake.
Eggs, flour, sugar and spices - you can make a nice cake for dessert for a couple of days.
Look at the spoils in the supermarket that are being sold off cheaper - banana going off, makes beautiful banana bread or banana muffins
Chicken/meat - with a sell by date, can be bought and freeze straight away.
Bag of rice - you only need at least 1 - 1/2 cups for you and your mom for two days
Chick peas - makes a nice curry with lots of vegetables eaten with the rice
Place veggie curry in dish, mashed potatoes on top and place in oven and bake, there's a cheap but nutritious dinner
Vegetables/fruits that are being sold off cheaply - don't be too proud to ask.
It's a tiresome task, by this is one way of stretching your money to go further.
You can have porridge for breakfast some days - oats is a lot cheaper than cereal with is full of sugar anyway.
Get all the odd pieces of fish from the fish market, clean, freeze some and make a nice fish soup like the chick soup outlined above.
You are going to have to become very versatile in the kitchen especially with your budget.
Make the Internet your friend by looking up recipes online. Here's an example for a search: cooking on the cheap - you would be surprised at the number of recipes that will show.
With cooking practice makes perfect.
I remember the first time I cooked rice, did not realize that rice swells, used too small a pot. The rice was going everywhere.
Cooking is an art and with a learning curve.
A couple of years ago, I could not bake to save my life, now I am an expert at it.
If you would have told me that I would have become this good, I would have called you a liar.
Also stop thinking about your brother and focus on what you can do to make life better for you and your mother.
