Can my boss sign my dds passport forms if he hasn't met them but knows me???

The form says you are signing to say you know the adult and can IDENTITY the child in the photo

now he knows they are my children

so, is it rule bending?

I think so and he is hesitant as it is an Important Form

I HAVE been phoned btw

I've done a lot of forms for friends/their kids and never been phoned - but wouldn't sign for a child I had never met

could you not get nursery teacher to sign it?
