Why doesn't the NHS employ more clinical staff instead of losing money on an increasing amount of litigation payouts.

I met another person today who has taken legal action against an NHS trust for failings which led to the stillbirth of her child.

Does some b**rd sit in an office thinking..

" Hmmm. Employ a safe amount of midwives? Or stick to payouts to families when our understaffing inevitably results in death?"

Is it just a question of maths? Do these people choose to play Russian roulette with people's lives because it is ultimately cheaper than paying salaries?

The people who hold the purse strings in the NHS know absolutely nothing about health, illness or safe practice. Add that to sheer, breathtaking incompetence and you have your explanation.
