car insurance fraud

My ex was struggling for money and got his friend( a known car theif) to steal his car and burn it out. I contacted the police and the insurance company to tell them what he had done and no of them seemed interested. One police officer actually told me, if I don't have any proof, then 'it looks like he has got away with it!' Firstly, they do not have any proof that he didn't arrange this and he told his mobile phone company that he had left his phone in the car to make it look more convincing but he had not. The insurance company have not paid him for the 'theft' of his car as he lied and told them that he had a british driving licence for 10years, when in fact he has a provisional(which he uses to drive alone, constantly) licence which he has had for four years. No one seems interested. Is there anymore I can do. I have called crimestoppers, his insurance company and Nottinghamshire police several times. Surely this is FRAUD?

usually with a claim, the insurer would ask to see a copy of his driving licence before they will pay out. The problem is, you can insure a car if you own just a provisional licence

The problem is there "needs" to be proof that he actually got a friend to burn it out, which is going to be difficult. You need to prove that he did it, its not for the police to prove that he didn't!
