Council tax and liability orders.

Bit of background first:

My dd is married to a highly-controlling, occasionally violent, man who has destroyed her self-esteem. My once confident daughter who held down a well-paid job is now a shadow of her former self and is not working at present or claiming any benefits as her dh is in employment. We've told her time and again that she is welcome to come and live with us and they do NOT have children (thank god given how awful the marriage is) - this is just for background information.

The house in which they live is the one he owned before they met and she is NOT on the mortgage at all.

Anyhow, her dh -despite earning a good salary- is a heavy drinker and neglected to pay the council tax.

They have sent a letter to him saying that a liability order had been taken out against him and that this order offered them several options:

1, attachment of earnings order

2, Bailiff

3, charging order if house ever sold

4, bankruptcy

5, prison

But they have also asked if there is anybody else living at property who may be jointly liable on a questionnaire they have also sent.

I'm worried sick; her confidence is growing and she is getting wiser to him by the day and, I think, will leave soon.

If anybody can share their knowledge of this subject, please do.

AFAIK anybody living at the property can be liable to pay council tax unless they are students who are exempt. Or are on other benefit. Presumably the council tax is being charged at the full rate and the DH isn't claiming single person occupancy.
