I have created a new address with Paypal and they are asking me to enrol??

I tried to pay for something on Paypal today and its sent me an email saying I have added an address to my account ( which appears to be the same as my old one?)
Also it won't let me pay until I enrol and pay a £1.00 for incresing my limit or something?
I saw a thread about this the other day but didnt read it, now I can't find it.
Can someone explain to me what is going on? I have sent a cheque for the item as I'm worried this is a scam..

i had something similar over xmas about not being verified and having gone up to my limit without verification. i had to give my bank account details rather than card number and paypal deposited 2 seperate amounts and i then had to email them the amounts to prove who i was. it all sounded rather strange but its to avoid fraud and i checked on their help centre. have heard of fake emails from ebay/paypal so might be worth trying to find a phone number. don't remember address being changed though to prompt verification

I think this sounds ok. Paypal has a lot of problems with fraud.

But to be sure, you want to go to paypal, by typing in the address (not by clicking on a link in the email you got), log in, and see what it says.

Thanks Charliecat, it all seems a bit odd I wonder if this is a glitch as so many people seem to have the same problem regarding this new address email?
Shrub, thats what I had about going up to my limit and verification, I didnt know there was a limit? After all they take the money straight from your account - I have changed my card details recently and only purchased 2 things on my new account so far, so this doesnt make any sense to me?
