Credit card debts that legally can't be enforced?

I was cold called yesterday by company whose name I didn't take as never listen when I first get these calls. They claimed that they would be able to write off any outstanding debt on any credit card I'd taken up before 2007 (the card, not the debt.) They said that this was because the majority of credit card companies had not asked their customers to sign new credit agreements in 2007 (when there was a new act in place I think) and therefore there was no legal basis to the agreement and the loan repayment could not be enforced.
Sounded suspect to me and I said so. I couldn't really talk to them for long as we were due to go out. Has anybody else heard of this, or, actually taken this up and had a debt wiped off?

Ah, very helpful! Thank you Chili1234. They keep keep ringing, I recognise the 0800 number, but I've been ignoring the calls.

Register yourself with TPS (Telephone Preference Service) if you haven't already done so. That seems to cut out most UK-based cold-calls although not so effective those coming in from overseas. If they call back tell them you're with TPS, not interested and you should be taken off their list
