Can you ‘harass’ a company?

If I were to write a letter every week to a specific person at a government organisation until I have a satisfactory resolution, would I be breaking the law? Is it legally harassment?

I don't want to get on the wrong side of the law but I'm running out of options and need something to focus on.

If I were to also copy my MP would I be considered to be harassing that person?

I'm pretty sure you have to cause worry to the person - make it personal, effectively, in order to get in trouble.

I think that you have to threaten people or otherwise do something silly to get into trouble for this.

is there some sort of regulatory body that oversees the organisation? if so i would write to them and let them do the harassing (but dont know if it would be legal or not for you to do it, sorry)

As long as the letters were not rude or threatening then i cannot see a problem. Demanding resolution to your problem could not be construed as harrasment I wouldn't think.
