My wife is expecting our 2nd child in May'11 and I will give up work to look after the children as the arrangement suits us.

It was my understanding that the number of qualifying years to receive the full state pension would be reduced by the years that I am caring for my children. However looking at the details it clearly states that I must be in receipt of the Child Benefit to be eligible. This won't be possible as we are to lose this benefit with the proposed changes in 2013 as my wife is a higher rate tax payer.

Please help.

The legislation to implement this has not yet been drafted, when it is they will have to split the NI history/state pension issue from actual payment of child benefit.

This is only one of a number of problems that are going to have to be solved to implement what seems like a simple policy.
