what to do with cheque when no bank account

Does anyone know what you can do with a cheque paid to someone when they have no bank account?

Can they cross it and sign it over to another person? Can they cash it somewhere?

There is a place called cash converters (and probably other similar places) that with ID will cash a chq. They do not give you the full value of the chq though as they charge a commission.

It would probably be the cheapest option for the person to open a simple bank or post-office account... the kind with no overdraft facility etc. Cash converters require the person to provide three documents to prove identity and then charge for cashing the cheque. If they're going to go to those lengths and lose money in the process they might as well open an account
