To wonder why EPU bother giving advice of next steps?

I had a miscarriage 3 weeks ago, I would have been 10 weeks. It happened naturally at home and all seemed to be progressing on its own.. The day after I miscarried, I had a private scan booked (previously booked) as I had had spotting and wanted reassurance but the scan confirmed that there was no active fetus and they could see lining.
I called the EPU who advised me to stay home where I was comfortable which I agreed with. They advised to test again in 3 weeks and if positive or still bleeding to contact them. I have regularly tested and after 3 weeks, still getting positives and light bleeding. I have also been getting some stabbing pains, nothing extreme but nothing I've felt before. Called the EPU who advised to test again at 4 weeks.
I am just wondering, why bother tell people to call back if still positive at 3 weeks only to be fobbed off for another week. Surely if they are not going to do anything and it's possible to go longer, you just say 4 weeks from the get go? Doesn't make sense to me. I would have thought there would be clear guidelines.
I guess I'm frustrated as this 3 week thing was a marker in my mind and now feel like I don't know when this will be done.

It's incredibly frustrating but does seem to be the guidelines I've had 2 back to back MC and I got a positive test until 6 weeks with the first and I'm almost 7 weeks with the second and IC are negative but my frer was positive on Friday 🙄 it does depend who you speak to I think sometimes when I've rung they've told me to come for blood tests and other times I just get test again in 2 weeks. It's completely normal for it to take up to 6 weeks to go but they never actually say that in the first place

Yes I am finding online that for many people it takes much longer and I just wonder if there is no medical issue with letting it get to 6 wks, 9 weeks etc. Then why ask people to ring back after 3? It implies there might be an issue at that point rather than just telling people the reality of things.
It's just already a time that you are so I'm your head without worrying that something is wrong.
