Sorry to hear you have been hospitalised by your 'partner'.

Your OP was extremely hard to read without any punctuation however from what I can gather, the partner is now in jail and will be for some time? Use this as your means of escape. Remove him from your life completely and do all that the social workers ask of you. I would agree to the CIN plan and hopefully the social workers will see that you are doing everything you can to protect your children.

I hope you recover soon.

OP. Take a deep breath.
Social Services have a job to do. They are trying to make sure your kids are safe and in a stable environment. I’m very sorry you had a bad experience with them before. But it will really help you to reframe the situation. Social workers are not there to lie to parents and to try and trick you. That is not their job. They have criteria to follow to assess situations in families and actions to take when different criteria are met or not met. They are not allowed to just make it up as they go along.
When you meet with social services, try to put the thought that they are out to get you to the back of your mind and focus on what they are telling you about your family’s situation and changes they want to see. They will have a checklist. You need to figure out what boxes your family’s situation does not currently check for the kids to be considered safe and they try to fix those things.
