Agreed. As I said on the other thread I strongly beleive they should split the system in half.
Parents paying PAYE are simpler and usually easy to track and get payments for if they start being awkward. The do not cost CSA much to regulate and collect from. This part of the system works well and is relatively simple.
The other part of the system would be for self employed/business owning NRP who do not have PAYE. This is where the current system gets expensive as these parents are happy to give the system the run around and get minimal charges while they reap benefits of a high wage with no tax and minimal child support. If the second system could trace the source of their income (banks and lenders having to be compliant) and a specialist tax inspector and investigator could be assigned to each case to find and release the real funds, they would be paid when they had done their job out of the hidden assets or perhaps a percentage of them.
There needs to be a clear sign to NRP that if they choose to forgo PAYE and it is found they have been fraudulent, they can expect very harsh consequences. Fraud marks on their accounts, compliant managers and new partners found to be colluding could get a fine and/or legal penalty. This would ensure the system was a less attractive one.
In effect NRP who are self employed have ruined the system for the NRP wanting to pay, and they should be angry about that.
