immigration law Canada to UK

My MIL is going through a divorce from her 2nd husband. When final she would like to move from Canada to UK and settle with us. With the exception of the soon to be ex-h, she has no close family in Canada.

Dh and I have been in UK for last 11 years, and are settled here (I am EU citizen and dh is EEA/Canadian dual nationality).
MIL's brother (dh's uncle) is UK citizen.

We are not sure what would be the best way to go about this. MIL has asked for advice from immigration lawyers, who told her to apply as a dependent elderly relative.

I was wondering if we would be able to apply under the EEA family permit, and whether this would give MIL the right to stay in UK permanently.

Am a bit worried that either of these would mean that MIL would have to move in with us on a permanent basis. This would be ok for a while, but not a long term solution .

Am hoping that there are some immigration-savvy mumsnet members out there who could give us some advice.
