compensation - does the landlord decide?

We moved into a rented flat in June. It was lovely all summer but when it rained heavily in November, the windows all leaked and patches of damp appeared on the front wall which is our bedroom. It got worse and worse and now features about seven different types of fungus. We're sleeping in that room with our DS, 4m.

The development is quite swanky and the rent is high - the management agents have been very nice, sent people round, scaffolding has gone up on the outside of the building, which is an old department store so quite old, an odd shape and in bad repair.

This morning the agents sent someone round to remove the plaster on the inside of our bedroom wall but when the workman got here he said he couldn't because it was so extensive.

I spoke to the boss at the management agency and said we would need financial compensation, i.e. money off the rent for the inconvenience, as we will have to live in the second bedroom (which was the baby's room). We have adopted a child who will be arriving in a month or so, so we'll need both bedrooms.

He said, in these cases, compensation is not paid, i.e. they don't want to pay compensation. I said they'd have to, and they're coming to see me on Wednesday.

Does anyone have any idea how I go about making them compensate us?

It's a particularly bad time for us to move, as adopted DS's school depends on this post code.

Also, they knew about this problem, because I met someone who used to live here who moved out because of it. We asked about it when we moved in and they said the problem was sorted. I just spoke to the workman and he said, no, they just cleaned up and painted...
