Biological father agreed and signed letter required for passport name change, but now refuses to send additional identifying documents

Hello,

my sons biological father hasn’t wanted to be in his life since birth. He has a step dad who has brought him up and goes by his step dads surname and his siblings.

his birth certificate name is different - his name was officially changed by deed poll a number of years ago and he’s known as his new name on all official documentation.

my father contacted the biological father to query if he would agree to a passport and he said yes, I asked the passport office what was needed (a signed, dated letter/statement and evidence of driving licence or photograph ID). I was sent to my address the letter, signed and dated and a photocopy of the full driving licence and signature which matched the signature on the letter. I had tried to ensure everything was done correctly at the outset.

i received a letter back asking for further ID from the biological father, either one form of photo ID or two forms of letter or official documents as they don’t have a signature bonfire for him.

i kept receiving emails asking for this information, eventually my dad received a text to say they had telephoned the passport office, they don’t need to send their ID, they passport office said to raise an ‘issue’ or statement and provide his passport number and date of issue which he gave and sent a photo of. I wasn’t sure why he was sending this as it was not to me I needed it.

Ive telephoned the passport agency twice and emailed once with this information and each time they are saying we don’t know who has told him this but he needs to send the ID. It transpires he doesn’t want documents to come to me (even though he sent the initial letter etc to me no problem). I was told he can write to have them returned to him only.

unfortunately he seems to have now blocked my dad after saying he’s been told by the passport agency he doesn’t need to send any ID as he’s done everything and provided everything.

Hes still given and giving permission and I have multiple instances and message proof of confirmation of this.

i really don’t know what to do now, can anyone advise? What is the statement or issue he’s talking about?

thank you. I was a victim of domestic violence and this is all bringing things back. I was shocked he agreed and sent the initial forms in the first place. I’m unsure why he wouldn’t just provide this final information. I would never have applied without it.

I don't know if your application is different because your son is now older or if any rules have changed, but all I had to do when I was applying for my daughter's first passport was fill out a form and provide my ex-husband's details and passport number (and I believe the names and places of birth for his parents). I never had to send any if his documents to the passport office.

I had a whole load of problems when applying for a new passport after my sons name was changed by deed poll.

despite needing the fathers permission to change it the passport office wanted a letter from his father agreeing that he agreed to the name change by deed poll.

luckily for me - despite being a dick - XDP didn’t and sent me the letter to pass on to the passport agency.

He may have been more agreeable as he lived abroad so da needed a passport for us to visit!

Im guessing what the passport office wanted it the letter - it also took me ages to find out what it was they wanted and needed.
