Employer paying wages three weeks after payday

Can any one give me advice. My partner works for a care home and she has been paid three weeks late for the past three months.
As you can imagine this has seriously compromised the staff ability to pay rent,direct debits ,food and bills .
Her colleagues are at their wits end with the anxiety and stress.
These people are earning minimal wage . They are playing catch up every month and falling into debt!
The owners couldn’t give a toss and live abroad,they clearly have different rules to the average UK citizen .
Is this legal?
Can anyone who is qualified in UK employment law help with advice.
Are the employers exempt from British Law ?
How can the staff navigate this bloody awful problem and get professional help ?

The staff will need to talk to their trade union if they have one, or ACAS.

Ultimately the first step will be raising a dispute with the employer. They gave an obligation to pay wages on the agreed date and are likely in breach of contract for not doing so.

Thank you for your reply. Unfortunately the employer has blocked any communication with the staff ! ACAS have given the same advice as you but there doesn’t appear to be any consequences because the company are not in the UK !!
Bloody scary that these people can operate in UK without any repercussions.

Other posters have advised on how to raise a grievance. They should absolutely do this, but I wanted to say that I would also strongly advise them to start looking for another job. Not just because this place is treating them shittily (which it is) but because when a business starts paying late that usually means it's edging towards going bust. I'd recommend getting out.
