Threats by WhatsApp messages

My partner has had countless threats of violence, intimidation, manipulation and control by her ex partner. After many months of it being handled by the police, we were told that forensics had been unable to to do further examination of the ex's phone as they had passed the allowed time for investigation. We have since been informed by the police that evidence in my partner's phone would not stand up in court as her ex had deleted all of the offending messages in his.
Is it correct that someone can behave this way and all they have to do is delete the evidence their end?
Looking for some professional advice before we complain. Thanks in advance.

I have no idea on the legal aspect

Why can't she just block him on all channels. If they have children then communicate only on a parenting app.

You can bring your own civil claim under the Protection from Harassment Act 1997, and the burden of proof is the balance of probabilities, not beyond all reasonable doubt. You can claim for damages and get an injunction if successful.
I'm afraid I don't know about the police actions.
