Identity documents problems - help needed

My daughter's boyfriend is estranged from his parents and was homeless until we took him in last year. He has no-one who has known him for two years who can confirm his identity so that he can renew his passport.

Indeed he sent it off but the links did not work for the person he thought would confirm his identity for him and he left it so long the passport office closed the application and kept his old passport.

He has a replacement birth certificate but his Mum changed his name as a child and he has no access to the deed poll. He did have a provisional licence but again, no access to it. He cannot ask for a replacement one as he has no proof of identity.

He is having trouble getting a job as he has no ID and he can't get into some events without ID.

I just don't know if there is anything that can be done. It will be a long time before any of our family friends will have known him for 2 years and I can't ask them to lie.

How old is he? Is it possible for him to try and ask an old school or colleague teacher?

He dropped out of College last year. I can ask but I think he would have done that if it was a possibility.

Because the passport renewal application is closed and the passport kept he has to start with a new application. I'm not sure how he can prove the change of name and whether this would be an issue. His first passport would have been done by his Mum who had access to all the documents.

It's difficult because he needs to get on with things and sort it out for himself which he is struggling to do and I'm not his parent so I can only keep nudging.

I just wondered if there was an easy way to solve the problem that I don't know about!

That bit isn't difficult. What name does he wish to be known by?

If it's his birth name then you can just use the birth certificate. If it's any other name then he can just redo the deed poll himself as an adult (this is free, you don't need to pay anyone, as long as he has two witnesses that are not related to him)

With the driving licence you can get a new one as well, but he will likely need to also send in a letter from the DWP giving his NI number as well

If he grew up in the UK and his mum ever claimed child benefit for him then he would have been given an NI number when he turned 16. He can contact DWP to get them to send him a letter confirming that number which he can then send off to get his driving licence.

With the passport:

"He dropped out of College last year. I can ask but I think he would have done that if it was a possibility."

Frankly, this is going to be the quickest way. The other way would be if he is no longer living at your address and you choose to countersign the passport application.

Really, just about anybody can, as long as they have a passport themselves. The only problem is that you can't do it if he lives at the same address or is related to you (including through marriage)

If he has a provisional licence that is still in date (just not in his posession) then he should be able to request a replacement. not sure on the cost but he has moved anyway (to yours) so should let them know, he could ring and explain that his old one has been stolen so he cannot return this. His NI number should be sufficient as you're not required to have a passport to get a licence. That would be sufficient to pass lots of id checks along with birth cert for the right to work checks for a job as lots of people have jobs but no passport.

You can ring the dept that deals with NI numbers and get a new letter sent out with it on if he doesn't have any records of it, not sure what they'd need as proof to send out but their number is on gov.uk. Or if he has worked in the past (even years ago) he can contact them and ask for last/any payslip as will be on there, he could say he needs it for a tax issue or employment history if he would rather they not know why, it might take them a few days to get him a copy but they shouldn't really refuse and most companies keep things like that for 5-10 years.

If he has already had a passport in his current name he shouldnt need to prove this again to get a replacement. when my mother applied for a passport with her previous one lost and expired she did not need to send marriage cert (for surname change). The issue will be that the time went over the limit and they have retained his old one. once he has gotten a new licence he can use this as ID but he could ring them now anyway and ask if they are able to reactivate the old application if he pays the fee again as he will still have his login details from the first time which may go in his favour
