Property Removals Business

Neighbours now run property removals business. Scrap, washing machines, old bikes, etc is all being unloaded on their driveway. Is this legal or are they in breach of any licence etc?

But I don't think there's any rules against them storing waste on their own property or driveway (unslightly as that must be), so long as they aren't in breach of any restrictive covenants on the property about operating a business from the premises or keeping rights of way clear.

Obviously if you have suspicions they aren't disposing of the waste properly (e.g. fly tipping) that is a problem but that's separate to them loading and unloading at home...

There are restrictive covenants prohibiting running business from home. But would dumping and storing collected scrap and other unwanted items would be considered as running a business?
He claims he has a licence. Is it not the case that there is an obligation on him to responsibly dispose it rather than keeping it for months on his driveway? That pile of scrap is at least 2m height now and takes half of his driveway that is meant to fit two small size vehicles.
We were thinking of selling our house but can't see how someone would buy it now with such a nice view from the living room window!
They are renting, landlord not interested with any issues as long as he's paid rent.
