Parking Ticket Advice

Hello,

Just looking for a bit of advice! Last week I received a letter from DCBL (some sort of bailiffs) asking for £170 for an unpaid parking fine from June. They’ve sent evidence in the form of a copy of a “notice to keeper” letter dated 24/6 However I definitely never received this (if I had I would have dealt with it!). I’ve tried to email the parking company multiple times but no one is replying so I’m not sure what to do but it seems unfair that a £35 parking fine is now £170 when I genuinely didn’t receive the correspondence.

Annoyingly, I overstayed due to the car not starting which would have been decent grounds to appeal I would have thought had I actually received said ticket!

Is it regarding an infringement on Council land or is it a private car park such as at a shopping centre.

Railway stations are a nightmare as some use Railway Byelaws.

It’s a private car park at a shopping precinct. The parking company is called parking group

No ticket on your car presumably and it'll be based on time in/out on a camera ANPR system. I assume you're in England or Wales.

Are there good and clear signs on the car park explaining the time limits and penalties etc.

You could just ignore it and hope they don't take it further. In terms of stuff like bad debts or clamping your car they cannot do anything without taking it to court and for a while those that were ignored usually went away. However since the Supreme Court clarified the law in a case called Beavis the parking companies have been more bullish in taking them to court.

I would write to them and to the Parking Company explaining that the Notice to Keeper was not received and invite them to restart the process so that you can appeal or pay the discounted rate.
