Does he get PIP and at what rate?

If he’s receipt of a qualifying benefit, you can apply for an exemption. Qualifying benefits are higher rate Attendance Allowance; the daily living component of PIP; or armed forces independence payment. If he isn’t in receipt of any of these then you can attempt to seek a Discretionary Housing Payment in the grounds that it’s unfeasible for you to share a bedroom, though it may not be authorised.
