Collapsing stream wall

Wondering if anyone can help? My property has a stream running along the edge upstream and calverted under some of the house downstream. Legally I am responsible for the calverted part and the bit that edges my property to the central point, then my neighbours are responsible, there are a few not just one properties along the but I own.

The wall on their side is collapsing and bricks and rubble are going downstream into my calverted and threatening to clog it.

I've removed as much as I can but obviously the edge is still crumbling in.

I told neighbours 5 months ago, they did nothing so I informed the council who finally came and inspected and wrote to them telling them to get it fixed. They have ignored the letters so now environment agency are being involved.

My question is, this is risking flooding my house if the calverted gets blocked, and also it is costing me money to get it cleared. Can I make a claim from them about this? Is it worth contacting my house insurers and seeing if they want to take it up?

The council /EA option seems to be very slow.

I would definitely contact my home insurance if I was at risk of property damage due to their poorly maintained property causing issues with my culvert.
