Speeding fine delivered to wrong part of building

My partner lives in a converted house that has 4 flats. The door at the front of the building has the post boxes for the 2 upper floor flats. My partners ground floor flat and the other ground floor flat have their own front doors and their own post boxes. Post always goes in their own front doors. It is also signposted for Royal Mail where to deliver to. Never had any issues in the past.
Of course (!!!!) today my partner went to do a monthly meter reading, which is behind the main front door. Whilst there he was handed some post by another resident. It had been put through the front door which has the post boxes for the upper flats.
Inside was a flaming speeding fine from 26th Jan, so outside of the 28 day window for response.
What should he do? In 20 years he has never had a speeding ticket, and certainly wouldn't respond to something so late had it have arrived at his actual address.
Is there anything he can do, or is it a thousand pound fine and 6 points as the letter suggests for "failing to respond"? Absolutely galling if it is.

He needs to attend court and ask to make a Statutory Declaration that he did not receive it within the time frame for responding. If he is allowed to make that declaration the clock is reset and he can respond to the court as he would have done had he received it on time.

Best return the NIP form asap but there would probably have been a follow up letter since January, which would assume he was the driver.

He has already done the online form bit declaring it was him.
No other letters recieved. This letter was dated 31st Jan. So it has only been 6 weeks since.

If he did the form online it may just be dealt with as if he had responded within the timeframe. Did he explain why he had not responded earlier?
And yes there should have been a follow up letter to remind him. Fingers crossed it all gets sorted out for him.

He replied to it late, but the police will probably not go down the section 172 (failure to identify the driver of a vehicle) route as he has now replied. In all likelihood they will still proceed with the speeding. Just a case of waiting and seeing what they say. If he's really concerned he could contact the fixed penalty unit (Google for details). A bit more information about speeding and section 172.

He did send them an email explaining the late response. He will be eligible for a speed awareness if they just send the FPN according to the letter
(35 in a 30). So I hope they just send that 🤞
He has terrible luck though. The worst I've ever known! This is exactly the kind of thing that would happen to him!

I also missed a letter and contacted them with driver information late. I wasn't offered a course (should have been eligible) and I put this down to my late response. Got 3 points.
