Hello :)

Was wondering why some offences do not require an NIP.

I know they're issued for speeding/running red lights/careless driving and I read one of the reasons is so everything is still fresh in their mind hence served within 2 weeks, but how comes then does that not apply for other offences? I.e use of a mobile phone/driving uninsured?

In brief one is not needed when being caught for the offence is, of itself, sufficient notice that prosecution is likely.
