Reporting unregistered car washing business

A house in my street appears to be running an unregistered car washing business from their house. There are regularly cars parked on the pavement outside the house, there's wires draped across from their driveway to the car, they have a carousel full of washing equipment which blocks the pavement. I regularly have to go into the road to get the pushchair down the street, and I assume people in wheelchairs must face the same issue. Sometimes it's so congested pedestrians on foot can't even get past.

I've checked on the council's planning permission page and they haven't been granted (or even applied for) a change of purpose for the property. How can I flag this, and who should I flag it to? I've had a look on the council's site but I can't find anything obviously related. I did look at obstructions to right of way, but there doesn't seem to be one for roadside pavements other than where a skip is blocking access.

If they can do all of the car washing on their own driveway I don't really mind them having this business, I'm just fed up of having to go into the road with the pram whenever I want to leave the street.

Report to the Planning Enforcement team.
Also Environmental Health if there are noise issues.
Also the Environment Agency - they will likely need a licence if they are just letting all the dirty water run off into the drains.

You can download the Safe Carwash app. Many unlicensed car wash businesses are a front for criminal activity such as people trafficking. The app will tell you who to contact if needed.
