To stop bullying/harassment ?

An elderly gentleman I know has been bullied by neighbours for several years, I suspect because he wouldn’t sell them some land they wanted to buy, by having council representatives and police come round for various complaints.
He no longer communicates with the neighbours, as he’s actually frightened of them due to living alone, so if he does something like change a fence panel to keep his dogs safe, they kick off.
Is there any way we can have them not contact him or send people round ? It’s actually making him ill, but he won’t say that to them as he doesn’t want to show weakness.

I don’t know sorry, but I would say keeping a log of their behaviour and perhaps security cameras for starters. Hopefully someone more knowledgeable will be able to help

He had security cameras fitted due to being scared, he also locks his front gate. Funnily enough, when they were having a go at him one day, they laughed about him locking himself in, yet he’s doing it because of them.
He just wants to be left in peace, to not worry about when the next solicitor letter is going to arrive, or when the police will knock on the door.

He should see the police and complain of harassment. If the police don't want to take action, he should consider taking action himself to get an injunction ordering them to stop. If they break the injunction, the could go to prison.
