Discharging a child arrangements order

Due to previous mental health struggles of a lone parent, a child now lives with the parent's DB and SIL under a child arrangements order because of previous involvement of social services. Now 4 years later, the parent's mental health has improved- they have been stable and held down a job for three years. With the agreement of SIL and DB, the parent would like the child to live with them again and wants to apply to discharge the child arrangements order. However, the parent cannot afford to pay for a solicitor and so would have to apply to discharge the child arrangements order themselves and represent themselves in court. What is the procedure for discharging the order so the child can live with the parent again? Is there a possibility the judge would deny the request?
