Can housing association enter for this reason?

Not to do with me.

Neighbours have left their pets in their house, it’s Housing Association (HA) as am I (same HA if it’s relevant).

They leave them for 2-4 weeks at a time then come back but don't stay long and definitely don't sleep there, I hear them come back about 10pm then leave again within 30 minutes don't see them or hear from them between times and there's been parcels outside their door for weeks. I’ve reported to RSPCA who did visit twice but the animals are clearly distressed, I told the housing officer (HO) whose said it’s on going, she heard the noise herself when she visited me for a routine inspection and said that her and a colleague are considering getting the master key and handing the animals over to the RSPCA because the noise "Isn't a normal animal upset someones entered their home".

It was all off record and HO said they can do this if they believe it necessary. She has always wanted to see my own pets when inspecting, she’s never interacted with them bar a “hello” she just looks at them.

So are the HA allowed to do this?

Yes, landlords can enter in an emergency without notice I.e leak. I’m sure neglected pets would qualify as an emergency!

I would call the RSPCA direct. I believe they bring the police and can enter a premises with good reason.

@verdantverdure I have called them several times and they visited twice, knocked on my door once to ask about it and then the second time stuck a note through my letter box to ask me to call the inspector which I did and explained everything but never heard or saw them again as far as I can tell.
