House next door

Can anything be done about this.
The house next door is rented. The land lord is dodgy, go into all the reasons but the tenant in is quite vulnerable. The house has a garage. The Ll says tenant cant use it and he allows some people to go there every day to work there. Not sure what but there's engines running and motorbikes in and out. The noise is constant. Theres a constant humming noise throughout my house all day which drives me mad as I'm working from home.
Late at night there are people in there smoking weed until the early hours. It may be a different crowd from the daytime people. The smell is in all our rooms. This is at random times. It is not the person renting and I'm not sure he is strong enough to stand up to these people.
Apart from move what, if anything can be done.

That sounds like cuckooing - where people move in on a vulnerable person and use their house for nefarious purposes. Might be worth ringing 101 for advice, emphasise that your neighbour is vulnerable.

You can report the unauthorised running of a business from a residential property, and the antisocial behaviour to the council. As the resident of a neighbouring property it affects you and that’s the best angle to approach it from. The tenant may well be perfectly okay with not having use of the garage and unaffected by the noise, unless you know first hand that they find the landlord or the garage users threatening then just stick to the facts.

Report thanks to Police and/or adult safeguarding as possible cuckooing.
Report to Planning for unauthorised use of domestic property to run business.
Report to Environmental Health for the smell. They may well say that they cannot deal with odour from one domestic property to another. This is correct under statutory nuisance but say that you would like them to assess it with a view of serving a community protection notice instead.

Thanks everyone for the advice. I have a reasonably ok relationship with the guy and I look out for him as best as I can.
