Covert cameras

Good evening all.

For reference, I’m in Scotland.

So, my mum lives in a flat. Shop below her, 2 flats above her. We are 99% certain that her neighbour directly above her is stealing her mail, urinating in the entry, dumping his food waste on her doorstep and stealing her recycling bin from her door. There was also an incident where she lost all electric and a main fuse had been illegally removed so the police had to be involved. It’s an ongoing nightmare.

He is a private tenant. landlord not interested. His tenant has the DWP pay him directly. He’s gets his money, had said he’s not interested. My mum has reported the landlord and I believe he has a “mark” against him?

So, to my question. Does anyone know where we stand it we put cover cameras up to try and catch him? I’m struggling to watch my mum suffer so much at the hands of some deranged moron.

Any help or advice welcome.

thanks

www.mygov.scot/tenant-antisocial-behaviour landlord needs reminding of his obligations. You may need some proof it is the tenant commiting the acts but he can lose his landlord registration if he doesn't deal with it and your mum complains to the council.

Thanks. That’s what the struggle is. Proving it’s him!

These links aren’t specific to Scotland and the one on covert cameras is a few years old:

gov.uk guidance covers ensuring that you maintain controls on privacy, such as disabling audio and minimising areas covered that are off your premises.
You also ought to inform neighbours, display signs etc - which will prevent you catching the offender (as they should not be stupid enough to continue) but could stop it happening

Note that as you have a landlord then their permission should be obtained (and of course they should be responsible for it anyway)

ico.org.uk/your-data-matters/domestic-cctv-systems-guidance-for-people-using-cctv/

The following is from a 2015 blog of a security company, so could very well be out of date, but it highlights things to be considered as to whether you can justify covert camera use

Could she not put up a ring doorbell, this should catch anyone who comes near her door

Ring doorbells are covered by the same legislation as closed circuit tv cameras.

I’d put up a ring doorbell or similar. I’d add a notice saying it’s there.

Either it will act as sufficient deterrence to stop him, or you’ll catch him/whomever it is.

Add notice 'Ring doorbell camera in operation', but do not install db camera. Works a treat
