Neighbour issue (Possible TW)

I will be deliberately vague about some specifics but get the point and question across

Friend has next door neighbour, convicted and locally well known paedophile. He is a nasty individual.
He has pets outside that encourage rats. They are now I n friends garden
Council are not interested, she cannot find the right people to contact to help.
Neighbour is extremely protected by police so no cross words can be had and she has asked him nicely to do something but he will not.
Is there anything she can do or someone she can contact to help

We have a similar issue re rats with a neighbour.
There have also been noise issues.
Council, police, environmental health...all useless. Nobody will do anything.

I can’t help in terms of who to contact but in terms of rats - put poison down. No bird seed in her garden as it stops the poison working if they eat the seeds, no open compost bin, fruit trees all trimmed back so there is nothing for them to eat in her garden.

Thanks, I think she doing poison or traps, she has pets of her own though

There is nothing she can do apart from make sure there are no food sources for them in her garden and put bait boxes down. she should make sure there isn’t food lying around for whatever pets she has.

Councils generally don’t come out for rats in gardens as it’s very common.
