Blue badge holders. Parking in blue badge bay without blue badge

My child is the holder of a blue badge and when the school he attends has a lot of disabled children so they made outside of their school a blue badge zone. Each space is for blue badge holders only. There is a near by car park a 5 minuet walk for other parents who are not blue badge holders. Today while I was trying to get parked a couple were parking up who I know not to have a blue badge. (Us parents All get to know each other) so anyways it’s not my business I got myself parked and got my child out and into his pushchair and collected his bag and sorted myself out and this man came up to me asking how one gets one of the badges and how much is it. I said you can’t buy them they are for disabled people and you are given one from the council if you qualify. He told me it doesn’t matter and legally he gets 10mins to park where he wants so he can park in these bays regardless aslong as he’s back within 10mins. I told him that’s not fair as Everytime someone who doesn’t have a badge parks here it’s stopping a disabled child parking here! The school are very strict on parking here and there is often a parking attendant here but today was not.
so is this man correct? He can park there for 10mins and nobody can do anything about it? Generally if you park there and dash into school and dash back out I suppose it would take less than 10mins. He is legally allowed?

He sounds like an ignorant and clueless twat anyway. Asking where you get the badges from kind of gives that away. Did he think that the school reception just gives them out on request?

This is the section in the Highway Code that says they can't park in a Blue Badge area:
Highway Code

I don't believe he's allowed to park there for drop-offs or collection if he doesn't have a blue badge.

@AchillesPoirot no it’s some bays just off the road as it’s leading into a side street so they took away some grass to make bays

There is no 10 minute rule if you don't have a blue badge. He can't park there at all. Inform the school. I believe if you have a blue badge and there is still a time limit, so you're paying for parking, you have an additional 10 minutes grace because loading a wheelchair etc takes longer.

He's an arse but if it's private land the blue badge doesn't have the same legal force as if it's on the road.

What saddens me is the way people say they don't agree with the law on BB parking. Agree or not behaving selfishly is childish.
