DS and alleged driving offence - please can anyone help?

DS was parked in a town centre car park on a Saturday afternoon over a month ago.
He's just received a letter from the police asking who was driving at a given time as the driver "is alleged to have committed the following offence(s) -Driving without due care and attention, failing to stop and failing to report a collision" at 'place' on 'date' at 'time'.
He was on this car park at about that time but is adamant no collision occurred.
His car has damage but no unexplained damage, he has scratches along one side which happened outside the house a few weeks ago and some scratches on the passenger door which happened in a car park some months ago; we have dated photos of this.

All he has to do at the moment is supply the driver's details but there is place to add further information.
Should he add something?
How does he find out more details of the alleged offence?

Any advice would be greatly appreciated.

Oh --- forgot to add.
His insurance originally rang him about it but said the incident occurred at 4.00 am and he was able to prove that he wasn't there. At this point they said that the incident had been verified by an independent witness.
And now the letter has arrived from the police.

@Rainbowshine we have thought that this may be possible or it may be malicious, but it does seem strange that his car was there around that time on that day

He needs to tell the insurance company about the letter from the police as there is probably legal cover under the policy .

If he confirms to the police that he is the owner of the cad but not aware of any incident, then they will be able to explain the detail. The insurance company might have the details wrong and presumably have been in contact because the claimant as submitted a claim through their insurer and provided your sons registration.

So the only way to get to the bottom donor is fill out the form and add a note that there is no knowledge of any 'alleged offence' which is all it is right now.

When I was a new driver returned to my car to find a note telling me to contact the police.
When I did they explained that someone's car was damaged in the car park and they reported me for doing it because I had damage to my car.
When the police officer looked at my car he could see it was obvious it was old damage ( I knew it was, there was a corresponding mark on my gate from the bump weeks before).
He told me that it happens sometimes if a person's car is damaged in a car park and no note left/no one comes forward the person just looks for a car with damage and reports them.
Could similar have happened to your ds?

@clockover Yes when he proved he wasn't there at 4am they said it was pm. The letter from the police says 16.30
@thunderface this could be the case
