My best guess is that she was perhaps abused previously/as a child.

Are both her parents in her life? Although if true, it could have been anyone. That is my guess based on the no photos of her.

Either that or she is an offender. Although if she is on the sex offenders register and she hasn't informed your nephew then she's breaking the law (I think?)

Your brother does not have a right to know this info. It could be for any number of reasons. If there was any imminent risk of harm to others by way of a conviction/safeguarding issue, it’s highly likely a disclosure would have been made by Police/Probation.
