Definition of a vulnerable adult

Usually I get cross when people ask a question when they could google, but I am struggling with this. Is anyone able to help me with the definition of a vulnerable adult? Thank you.

As far as the law is concerned, this is defined by the Protection of Freedoms Act 2012 as someone who is over 18 who receives certain regulated services. These services are:

  • health care from or under the supervision of a health care professional (including first aid from a first aider acting on behalf of an organisation whose main purpose is provision of first aid)
  • assistance with eating, drinking, toileting, washing, dressing, oral care, care of skin, nails or hair (including physical assistance, prompting the individual, giving them training or guidance) due to age, illness or disability
  • social work from a social care worker
  • assistance with managing cash, paying bills or shopping due to age, illness or disability
  • lasting power of attorney, enduring power of attorney, Court of Protection order or similar
  • certain transport services provided due to age, illness or disability
  • certain other services related to health care or personal care

Moving away from the law, the term is more generally used to refer to people over 18 who are at risk of abuse or neglect, or who lack the most basic life skills and are unable to learn these skills.
