Sex offenders register

Can anyone legal-minded please help me with something? Last year my abuser plead guilty to voyeurism and received a formal caution. I should have pushed for more but I was really struggling at the time and reporting him was about as much as I could manage, and the police response (although it started well) was upsetting, humiliating and ultimately disappointing. Whilst he received a formal caution he was not asked to sign the sex offenders register, as I was originally told he would be, and at the time I simply couldn't engage with it enough to enquire or push.

Does this sounds right? Can he have admitted to and received a conviction of sorts (the caution) for a sexual offence and not have had to sign the register? It's eating away at me that I didn't do enough, and that this isn't right. Surely it isn't right? Who can I approach in the world of law/policing to address this?

How old were you at the time of the offence? If you were under 18 he should have gone onto the register. If you were 18 or over a caution would not result in him going onto the register.

Over 18. Fuck. If its known that I would have agreed to go to court. That's definitely not what the police told me at the time! I'm so angry at myself right now.
