Return to court

Hi.
I've been to court previously for a child arrangements order for my 3 children against my ex who I had welfare and safeguarding concerns with. The outcome was 50/50 shared care but with a list of recitals within the order for the ex to ensure the safety of the children.
Since then, there have been more than 15 children's services referrals with regards to all 3 children made by health visitor, school, nursery, myself and a member of the public.
Children's services tried to engage the ex in an investigation but he refused. They concluded the report that I have to return the matter to court. When I questioned it, they said the concerns were not significant enough to step in and remove the children (unexplainable head bruising, not seeking medical assistance when the children are ill, refusal to administer medication when they are ill, refusing to use correct car seats etc). They have said that because I'm the parent with care then it's a matter for the family court.
As the court have granted 50% care, then surely the ex should be doing 50% of the parenting and I cannot be expected to do 100% for 50% of the time?
I don't have money to return to court and can't get legal aid so I have to represent myself.
Does anyone have any advice for me? Any resources I can use to prepare for court?
Thanks

Have the children told you how they got the bruises to the head?

The head bruises were on my youngest daughter who has just turned three. The ex told nursery one story, children's services a different story (who concluded their investigation as 'bruising consistent with explanation' without actually seeing the child) the gp a completely different story and my daughter says something different too. It just doesn't add up. I understand bruises happen as she's bumped her head whilst in my care, but these were nasty bruises and two occurred within 3 days whilst in his care. Then there's the attempts to make up a story of what has happened.
